Recently, the National Development and Reform Commission and ten other departments issued a notice on the "14th Five Year Plan for National Clean Production Promotion".
Notice requirement: Strengthen the evaluation of clean production for high energy consuming and high emission projects. Benchmarking energy conservation and emission reduction, carbon peak, and carbon neutrality targets, strict access to high energy consuming and high emission projects is required. New, renovated, and expanded projects should adopt advanced and applicable process technologies and equipment, and achieve advanced levels of clean production in terms of unit product energy consumption, material consumption, and water consumption.
New projects in industries such as steel, cement clinker, flat glass, oil refining, coking, and electrolytic aluminum must strictly implement equal or reduced capacity replacement.
Suspend the approval and construction of high energy consuming and high emission projects that do not meet the requirements of energy intensity and total control in the region, or do not meet the requirements of coal consumption reduction substitution or regional reduction of pollutant emissions, and resolutely curb the blind development of high energy consuming and high emission projects.
Accelerate the clean substitution of fuel raw materials. Intensify the promotion and application of clean energy, and increase the proportion of non fossil energy utilization in industrial areas. Actively promote the substitution of clean and low-carbon energy and industrial waste heat for industrial furnaces, self owned coal-fired power plants, and coal-fired boilers that use coal, petroleum coke, heavy oil, residual oil, and blue charcoal as fuels. Implementing centralized energy supply models such as "one zone, one heat source" for cogeneration according to local conditions, replacing small industrial coal-fired boilers to reduce coal consumption, and achieving source reduction of air pollution and carbon dioxide emissions.
Promote the harmless substitution of raw and auxiliary materials, reduce the use of toxic and harmful substances such as chemicals listed in the priority controlled chemical list and persistent organic pollutants, and promote the use of low toxicity, low harm, and non-toxic raw materials in the production process, reduce the content of toxic and harmful substances in products, and vigorously promote the use of inks, coatings, adhesives, cleaning agents, etc. with low (no) volatile organic compound content, around the raw and auxiliary materials and final products required for enterprise production.
